    IT IS ORDERED granting the motion for expedited consideration. ERs 1.5, 4.2, 4.3, and 6.5, Rule 42, Rules of the Supreme Court, and Rules 5.1 and 11, Arizona Rules of Civil Procedure, are amended as modified on an emergency basis, effective January 1, 2013, with a comment period to follow.

    Comments due May 21, 2013.

    The proposal as modified is set forth in the first attachment below.
    The original petition is set forth in the second attachment below.

    ADOPTED as modified, on a permanent basis, effective August 28, 2013.
