I support the proposed amendments to Supreme Court Rule 38 to permit admission on motion applicants to apply from reciprocal states where the applicant has actively practiced law, regardless of whether the applicant was admitted in that state by exam or admission on motion. There is no public protection reason to restrict admission on motion applicants to apply only if they were admitted by examination in their home reciprocal state. The proposed amendments would more closely align Arizona's Rule with the ABA Model Rule and hopefully afford Arizona lawyers with more flexibility to seek admission on motion in other jurisdictions.
