Under the "one expert" limitation of Rule 26(b)(4)(D) -- which provides that "In all cases including medical malpractice cases each side shall presumptively be entitled to only one independent expert on an issue" -- does the expert testimony of a Phoenix Police Officer who is a trained, qualified accident reconstructionist constitute the plaintiffs' "one independent expert" on expert opinions expressed by the Officer, thereby precluding plaintiffs from presenting their retained expert's testimony on the same issues?
