    Would amend Ariz. Civ. P. r. 68 to offer of judgment rule to modify the sanctions available if a judgment is less (or more) than an offer and to exempt from the rule actions where only injunctive relief is sought.

    I am not in favor of the proposal to change the sanctions of the rule. While some changes may be necessary, limiting sanctions to just 20% of the difference will not deter wealthy parties from pursuing litigation that drives the costs up, including requiring expert witnesses, and delaying.
