Pursuant to Rule 28(e) of the Arizona Supreme Court Rules, the Pinal County Public Defender respectfully submits this comment opposing the Petition to Amend Rule 15.4(b) of the Arizona Rules of Criminal Procedure. The Petition fails to establish that the proposed amendment is necessary. More importantly, if adopted, the proposed amendments will only add procedural obstacles to the provision of constitutionally compliant criminal representation.

The opposing comment of the Pinal County Public Defender is attached.
