    The proposed amendment would require the Arizona Supreme Court to appoint counsel for the defendant on the direct appeal of a capital case.

    Would amend Rule 31.5, Arizona Rules of Criminal Procedure, to require the Supreme Court to appoint counsel for an indigent defendant on direct appeal of a capital case
