Would amend Rule 14 to correct an oversight by the Legislature so that litigants don't have to pay a fee to for access to the courts in appeals.

Would amend Rule 14, Arizona Rules of Protective Order Procedure, to eliminate charging litigants for the cost of preparing the record and for the cost to serve a defendant's paperwork.
