    After review of proposed rule change 38(b)(7)(A)(v), this change appears to directly contradict existing rule 38(b)(7)(A)(i) and would allow a Foreign Legal Consultant to appear before any magistrate or other judicial officer in this state. Foreign Legal Consultants are recognized and licensed as experts in the law of their home country and not regulated or licensed to practice law in the U.S. unless they fulfill state regulation requirements for a license to practice law as an attorney. This rule change would allow circumvention of the carefully crafted regulatory system of licensure for attorneys in Arizona.
