Summary:   Rule 11 currently permits appearances by telephone.  This amendment now also allows court appearances electronically, i.e., by video conference.

Impact:  The procedure for applying for, and the required quality of, an electronic appearance, or electronic testimony, are the same as for a telephonic one. 

  • The required quality is that the voices of all parties and counsel must be audible to each participant, the judicial officer, and, where applicable, the certified reporter or the electronic recording device.
