How to Apply for ABS Licensure

An ABS is an entity that provides legal services and has nonlawyer ownership, managers, or decision makers in the business. Nonlawyers may have economic ownership (an equity stake) in the business, but only lawyers and other individuals licensed or certified by the Arizona Supreme Court are permitted to provide legal services.

Arizona Code of Judicial Administration section 7-209 sets forth the regulatory and licensing structure for ABSs, effective January 1, 2021. The requirements of the ABS application process appear in Code section 7-209(E) and (G)(1).

The Certification and Licensing Division is now receiving applications for ABS licensure online.

The designated principal or compliance lawyer must register for access through the Arizona Judicial Branch Certification & Licensing Portal or by clicking "APPLY NOW" above. To create an account, select “Login/Register” on the upper right side of the screen and “Don't have an account? Register Here” on the login screen. This requires an email address and social security number.

When you click “Register” you should receive an email with a link to set a password for your account. Please note that system emails may be sent to junk or spam folders.

Once in the system, click “Business View,” “Business Application,” and “Alternative Business Structure,” to begin your application. Instructions are available on the first page of the application and the program webpage.
