Next Meeting to be Held:
In 2011, the Supreme Court of Arizona constituted the Attorney Regulation Advisory committee (ARC) to review and make recommendations on all aspects of the attorney regulation process. The ARC constituted a Subcommittee on Admissions, which has undertaken a comprehensive review of all aspects of the attorney admission process, including the Rules of the Supreme Court governing examinations, character and fitness review, and the structure and function of the Supreme Court committees carrying out these functions. The purpose of the review is to identify improvements to the system that will maximize its effectiveness and efficiency while ensuring fairness and the appearance of fairness to all applicants for admission to the practice of law in Arizona. As part of its review, the ARC Subcommittee on Admissions will hold a series of “forums” on discrete parts of the admissions process, where it will invite subject matter experts and persons with particular experience in those areas to share their knowledge and observations with the committee. All interested persons are invited to attend these forums, according to the schedule below, and will be welcome to offer their input, either during the public comment component of the forum or in writing before or after the forum. The schedule of forums on the attorney admissions process is as follows:
January 30, 2013, 9:00am – 12:00pm - Forum 1: Discussion of the structure currently employed by the Supreme Court Character and Fitness Committee to carry out the review of and decision on applicant files, its advantages and disadvantages; a review and discussion of alternative structures.
February 20, 2013, 9:00am – 12:00pm - Forum 2: Review of the current criteria for demonstrating requisite character and fitness, and whether the criteria require additions, deletions and or clarification.
March 13, 2013, 9:00am – 12:00pm - Forum 3: Review of the current Character Report questions and third party references/sources for adequacy and effectiveness.
***CANCELLED*** April 17, 2013, 9:00am – 12:00pm - Forum 4: Operational Review of the current information gathering and initial review process by Supreme Court staff and assigned C&F Committee members—is it timely, efficient, professional?

May 22, 2013, 9:00am – 12:00pm - Forum 5: Review and discussion of the current hearing procedures and decisional rules employed by the C&F Committee in dispositioning applicant files; review and discussion of alternative procedures. This will be driven by the information the subcommittee receives in Hearing 1 on the topic of Committee structure.
***New Date***June 18, 2013, 9:00am – 12:00pm - Forum 6: 1) Discussion of current rules affording confidentiality during the application process to applicants and third party information providers: is the balance correct?; and 2) Review of the current process of referrals to MAP/psychologists/physicians for evaluations at the direction of the C&F Committee for effectiveness and fairness, including due process and notice concerns.
July 15, 2013, 9:00am – 12:00pm - Forum 7: Discussion of an earlier intersection of C&F function with State law schools and the creation of a regular information sharing process that would educate incoming law students to the C&F process and its requirements, including time requirements, at the beginning of their law school study.
August 7, 2013, 9:00am – 12:00pm - Forum 8: 1) Discussion of the current conditional admission features within Rule 36 and discussion of alternatives to admission with conditions; 2) Discussion of Rule 38 special categories of admission; and 3) Discussion of current pro hac vice admission.
September 18, 2013, 9:00am – 12:00pm - Forum 9: A general review of the Examinations rules and suggestions for modification
October 16, 2013, 9:00am – 12:00pm - Forum 10: A general review of the Examinations rules and suggestions for modification, if necessary
November 13, 2013, 9:00am – 12:00pm - Forum 11: reserved for additional or continuation of issues
December 13, 2013, 9:00am – 12:00pm - Forum 12: Discussion of the current process for determining which states qualify for reciprocity and what criteria are used to make this determination.
All meetings will take place at the Arizona State Courts Building, 1501 West Washington Street, Phoenix, Arizona 85007, Room 109. The ARC Subcommittee on Admissions will use the information and observations gained during these forums in developing recommendations for improvement of the admissions process to the Supreme Court of Arizona.
