    The proposal clarifies that (1) applications may be submitted in writing or by verbal avowal in all courts; (2) a verification letter from a non-profit legal services organization shows that the applicant is receiving legal assistance, not representation; (3) orders for deferral or waiver are effective until a final judgment is entered in a case; and (4) the court does not need to wait until a case concludes to grant a waiver if the applicant’s financial situation is unlikely to change in the foreseeable future.
