    WOULD PROVIDE LAW ENFORCEMENT AGENCIES A PROCESS FOR OBTAINING FINGERPRINTS FROM AN UNCOOPERATIVE ARRESTED PERSON AND WOULD SET NEW REQUIREMENTS FOR THE RETENTION AND DISPOSITION OF EVIDENCE.
