    Filed July 11, 2013.

    On August 28, 2013, the Court issued the following order:

    ADOPTED as modified on an emergency basis, effective September 13, 2013.

    The Court seeks comment on the petition only insofar as it seeks to amend Rule 13 (see first attachment below).

    COMMENTS DUE October 25, 2013.
