Enforcing monetary court orders.
 

The Consolidated Collections Unit provides the tools for the enforcement of monetary court orders with the goals of increasing compliance for the Arizona court system per Administrative Order 2023-195. The Unit is responsible for assisting courts statewide with the enforcement of court orders through the collection of monetary sanctions including fines, fees and restitution. Assistance is provided through two primary programs, Debt Setoff (DSO) and Fines/Fees and Restitution Enforcement (FARE).

Debt Setoff (DSO) Program

The DSO Program was established to hold offenders accountable for financial obligations owed to Arizona courts and other state agencies. The Arizona Department of Revenue intercepts Arizona state tax refunds, the Arizona Lottery intercepts lottery winnings and the Arizona Department of Gaming intercepts event wagering/fantasy sports winnings on behalf of Arizona courts and other state agencies.

Fines/Fees and Restitution Enforcement (FARE) Program

The FARE Program is a statewide initiative of the Arizona Judicial branch. The program was developed in 2003 to assist Arizona courts with the compliance of monetary court orders. Courts are given the ability to assign outstanding debt associated to civil traffic, criminal traffic and criminal violations. The program is a public/private partnership between the Administrative Office of the Courts (AOC), the Motor Vehicle Division (MVD), Arizona Department of Revenue, Arizona Lottery, Arizona Department of Gaming and a private vendor.

Traffic Ticket Enforcement Assistance (TTEAP) Program - Registration Renewal Holds

The TTEAP Program was established to assist Arizona state courts with collecting delinquent monetary obligations. Violations include civil and criminal traffic cases or failure to appear in a criminal traffic case. After two failed attempts to collect money have been made, the MVD places a TTEAP hold on a defendant's registration. The hold is on the registration renewal process of the defendant's vehicle and can also impact a co-owner.

The Inmate Release Court (IRC) Program 

The Inmate Release Court (IRC) Program is a collaborative partnership between the AOC and the Arizona Department of Corrections, Rehabilitation & Reentry’s Second Chance Program (a program designed to prepare inmates for release). The IRC program was established to resolve open cases in limited jurisdiction courts for inmates participating in ADCRR’s Second Chance Program.

Project Focus and Goals: The primary focus is to allow inmates to reenter society with the ability to succeed without the financial burden of outstanding monetary obligations and additional sanctions that could lead to reincarceration or the inability to reinstate their driver’s license.

Access to Justice – Allows inmates the ability to take care of outstanding cases while incarcerated.

Fair Justice for All- Allows inmates who have an inability to pay, alternative options to resolving their outstanding court cases.
