Tiered Competency


In its continuing efforts to provide Arizona's courts with leadership development and succession planning resources, the Court Leadership Institute of Arizona (CLIA) has developed this Tiered Competency Model. Beginning with previous work by CLIA's predecessor workgroup, the Arizona Court Leadership Institute, and incorporating the core competencies developed the National Association for Court Management, this Tiered Competency Model is intended to provide both the leadership of Arizona's courts, and the individuals who work in Arizona's courts, with a comprehensive approach to leadership development.

How to Use the Tiered Competency Model

Across the top of the model are five tiers--highlighted in gray--which represent five stages of leadership development, starting with an introductory level and continuing to advanced executive responsibilities. Highlighted in pink, below the five tier headings, are the eleven core competencies identified by CLIA as being those most critical for success in any position within Arizona's court system.

Where you find an icon in one of the boxes below, CLIA has developed a document which outlines both the specific knowledge, skills, and abilities (“k/s/a’s”) for that competency and tier, as well as highlighting specific educational experiences which would demonstrate acquisition of those k/s/a’s. Simply click on the icon, open the document, and print it. (Please note that CLIA has not yet had the opportunity to develop documents for every tier and competency.)
