Welcome Chief Justice Scott Bales!

The 2014 Judicial Conference concluded with the passing of the gavel ceremony. The gavel was passed to a new Chief Justice, Scott Bales, with Justice John Pelander  being sworn in as Vice Chief Justice. 

The Supreme Court and AOC invited internal staff to a half-hour session to introduce the new strategic agenda and following that, held an informal Q&A with Chief Justice Bales.  This video is now available and has been accredited for 0.50 hours of COJET credit. To view this video, go to:

COJET Policy Changes  

Per Administrative Order 2014-75, signed 7/9/14, the Chief Justice has made several changes to the Arizona Code of Judicial Administration (Section 1-302, “Education and Training”).  These changes include:

· the addition of “live training” and “non-facilitated learning” definitions and removal of the “eLearning” definition

· the elimination of the eight hour limit for non-facilitated learning, and the removal of eLearning programs, court-related tours and visits, and ride along programs from this category;

· the addition of a requirement to complete at least six hours of live training each year (programs taught by an instructor using real time interaction);

· specific verbiage changes describing the program accreditation process.

After considerable deliberation at many levels, COJET recommended these changes to the Chief Justice and the Arizona Judicial Council in order to assist court personnel in meeting their annual training requirement, while also recognizing the increasing sophistication of eLearning opportunities.   All other related policies—including the overall annual requirement—remain unchanged.  For a copy of the revised version, go to:

Social Media - Ethics Advisory Committee Opinion

The Judicial Ethics Advisory Committee has released Revised Formal Advisory Ethics Opinion 14-01. It applies to the use of social and electronic media by judges and judicial staff. All formal advisory ethics opinions are available on the committee’s website at:

This year’s conference theme—“Accessing Justice Through Education”—mirrors the Arizonajudicial branch’s new Strategic Agenda “Advancing Justice Together: Courts and Communities” and reinforces that education is a central part of advancing justice. 

Every member of the judicial branch is responsible for safeguarding the trust that the public grants us and, towards that end, JSEC helps by providing high-quality education for court staff statewide. This conference uses a blended-learning model, broadcasting plenary sessions statewide in the morning and afternoon and encouraging Training Coordinators around the state to conduct in-person breakout sessions locally throughout the rest of the day. It is our hope that this combined effort provides staff with several quality COJET opportunities throughout this one-day event.

Pre-Test Your System Access

Providing a successful viewing experience for your program participants is dependent on your ability to launch the video interface from the program page. To test your system, click this TEST LINK:

If the video launches and you can see and hear a pre-recorded program you will be able to access the live program. If you cannot launch the program please contact your court's Technical Support group for assistance. During your test, and in preparation for the live program, you may wish to test the video at full screen. To do so position your mouse over the video and right click > select Zoom from the menu. Alternatively you may go full screen using the icon in the lower right corner of the video window. For conference viewing will need a means of projecting sound and video for your participants.

Please provide a sign in sheet at your location for your participants as you will be required to send ESD the total number of attendees for both the morning and afternoon sessions (separately).  If you are interested in breakout session curricula for use at your location, or if you have questions regarding the program, please contact Renu Sapra at [email protected]

All Participants Must Complete an online Evaluation Form:

The evaluation form must be filled out in order to access the COJET certificate.  The evaluation and COJET certificate will be available beginning Friday, October 3, 2014 immediately following the broadcast and will close Friday, October 10 at 5:00 P.M.

Specific instructions on how to complete the survey are provided on this page. 

Once you complete the evaluation and click the Submit button your COJET certificate will appear.

National Association for Court Managers Conference Sessions now available

Administrative Order 2013-110 increased the number of non-facilitated learning hours which may count towards an individual’s annual training requirement from 8 to 10 for calendar year 2014. 

And, as you may know, the National Association for Court Managers (NACM), the largest organization of court management professionals in the world, just recently concluded their annual conference in Scottsdale.  A variety of high-quality, court-related sessions were offered at this year’s conference, including many which were taught by members of the Arizona judicial branch.

You may wish to consider providing members of your court with access to these recorded sessions as one way for them to receive quality, non-facilitated educational programming to count towards their annual training requirement. 

However, we recommend before doing so that you consider for which sessions you intend to offer credit, how much credit you intend to award each session, and the inform the members of your court of these decisions if you share this link with them.  (Please note that NACM is not a COJET-accredited organization and, as such, you are responsible for determining how to accredit these non-facilitated learning programs.)
